The Ministry of Commerce of the People’s Republic of China (hereinafter referred to as the “MOFCOM”) received, on September 6, 2017, a written petition for anti-dumping investigation formally submitted by Taian Hanwei Group Co., Ltd. (hereinafter referred to as “the Applicant”) on behalf of domestic industry of hydriodic acid ("HI"), in which the Applicant requested an anti-dumping investigation to be conducted against imports of HI originated in the United States and Japan. In accordance with relevant provisions of the Anti-dumping Regulations of the People's Republic of China, the MOFCOM conducted an investigation into the qualification of the Applicant, relevant situations of the products in question and the products of the same kind in China, impact of the imported products on domestic industry and the relevant situations of countries (regions) involved.
According to the evidence provided by the Applicant and the preliminary review of the MOFCOM, the output of HI of the Applicant in 2015 and 2016 accounts for more than 50% of that of the same kind in China, and therefore the provisions of Article 11 and Article 13 of the Anti-dumping Regulations of the People's Republic of China on applying by domestic industry for anti-dumping investigation are met.
It is claimed in the petition that, imports of HI originated in the United States and Japan are exported to China at a price lower than the normal value. As per the evidences and information reasonably obtained, the Applicant takes the manner of cost plus reasonable expenses and profit as the basis for determining the normal value of the HI originated in the United States and Japan and the prices according to the statistics of the Customs of the People's Republic of China at which the products under investigation are exported to China as that for determining the export prices, and after adjustments to all factors influencing price comparability, claims that there is great dumping of the products under investigation. Meanwhile, it is claimed in the application that affected by the imports of the products of the United States and Japan under investigation to China, the indicators such as output, operation rate, selling price, profit margin and return rate on investment show a trend of deterioration, and the domestic industry has suffered substantial damages, and there is a casual relationship between the dumping of the products under investigation and the substantial damages of the domestic industry. Upon review, the Ministry of Commerce believes that the petition contains the contents and relevant evidence as required in Article 14 and Article 15 of the Anti-dumping Regulations of the People's Republic of China.
As per the above-mentioned results, the MOFCOM decides, according to Article 16 of the Anti-dumping Regulations of the People's Republic of China, to file the anti-dumping investigation against imports of the HI originated in the United States and Japan as of October 16, 2017. Now the relevant matters are hereby announced as below:

II. Products under Investigation and Scope of Investigation
Scope of investigation: imports of HI originated in the United States and Japan
Name of the Products under Investigation:氢碘酸, also known as 碘化氢
English names: Hydriodic Acid, Hydroiodic Acid or Hydrogen Iodide; HI for short
Chemical formula: HI
Chemical structural formula:
Physical and chemical characteristics: hydriodic acid is aqueous solution of hydrogen iodide; fresh hydriodic acid is colorless or light yellow liquid, and brown after quickly dissolving out iodine in the air and sunlight. The molecular weight is 127.91, and the boiling point is between 100℃ and 130℃ at atmospheric pressure. The melting point ranges from -50.8℃ to 0℃.With strong corrosion resistance and strong reducibility, hydroiodic acid diluted will produce flammable hydrogen with many metals (including aluminum, zinc, calcium, magnesium, iron, tin and all alkali metals) and produce metal hydroxide with hydroxide, carbonate and salt thereof.
Main purposes: it is mainly used in the synthesis of acetic acid catalyst, the preparation of iodide, reduction of graphene oxide, integration of circuit etching agent, chemical and pharmaceutical intermediates, disinfectants, raw materials, analytical reagents of dyes and spices, etc. It is an important reducing agent in organic chemistry.
The product is listed under tariff number of 28111990 in the Customs Import and Export Tariff of the People’s Republic of China. Products other than HI under the above tariff number fall beyond the scope of the Products under Investigation.
